If you play a Rats, and the Rats pile is empty, can you reveal a Trader to gain a Silver instead of trying to gain a rats and failing?

My assumption would be yes.  "Would gain" happens before gain.

It doesn't happen before gain, it happens instead of gain. If there's no gain, there's no would gain.

It doesn't happen before gain, it happens instead of gain. If there's no gain, there's no would gain.

Correct. In Dominion "would gain" doesn't just mean "is about to try to gain a card", it means "if not for this 'would-gain' replacement effect, you literally would gain the card".

It's the same as if you play Upgrade and Trash a Copper (without Poor House in the game); "would gain" never happens because you wouldn't actually gain a card.
