If you play PS with four or fewer cards in your deck and discard pile, can it be worth $0?

Well the only reason I thought of it was because I've read that Venture is "always a silver" and I was thinking about how most other variable treasure cards like Bank or HOP count themselves which makes them "at least a copper." So it seemed counter-intuitive that a PS could be worth less than one, even though it seems clear from the card that it could be.

Nitpick: If there's no more treasure in your deck when you play Venture, it ain't a Silver anymore.

Venture isn't always a silver. If it finds no other treasures, it's just the copper.

And HoP is never a copper as it doesn't add to your pool of money to spend.

HoP really ought to be worth $1.  It's too much fun to use to be such a corner-case card.

In fact, if all you have in your hand are Horns of Plenty and Estates, then not only is the Horn of Plenty worth 0 coins, but it's essentially useless in acquiring cards (unless you really want that Copper or Curse).

But yeah, the existence of Horn of Plenty indicates that treasures can indeed be worth 0.
