 So the workshop lets you gain a card costing up to 4, which then would go in the discard. If I were to play a card after that to draw cards, and I had drawn everything else, would I be able to "reshuffle" my discard (at least as much as one card can be shuffled haha) and pick up the card I just gained through workshop? I know that usually when you gain cards it's from buying them, you cant take actions after your buying phase, but in this scenario I have never entered my buy phase so it seems like that would be an acceptable play.

Absolutely, yes. And when you see other cards from later sets; there becomes lots more ways to gain a card and use it on the same turn.

You joke, but this forum had a long discussion some time ago to determine whether a single card can be considered shuffled or not. That thread ended up being locked.
