It's reliable cursing and cycles your deck. I think this makes it sometimes fastest at giving out all 10 curses? Young Witch is faster if the Bane is bad enough, and Sea Hag probably wins the curse split more often than not. I guess IGG gives out 10 curses faster, but ties up all your buys. The drawback of +2 cards is that it increases the chance of missing the shuffle or drawing a second copy dead.

Then Mountebank is faster at junking if not cursing, Familiar is better in multiples. Soothsayer is bad as a curser as it junks you too - but Gold is a better card than some 5s so it's not all bad.

Most other cursers aren't likely to empty the pile. Torturer can but only in an engine.

Because it works.

Playing Moat-BM would, I suppose, buy your Provinces at the same rate.  However, playing Moat-BM vs. Witch-BM requires taking on extra Moats (which get drawn dead) to prevent getting Curses, or taking Curses. 

Witch draws, which is good, but it also makes the opponent have to do something about the Cursing, which is also good (for you).
