-How is this as a source of +Buy?
-Do any cards interact particularly well with this?
-How many should you buy before you start getting diminishing returns?

I've played a few games with this, but paying 2 for the event just to get the buy never left me with enough for the second card I wanted.

There's the Counting House super combo, but other than that I'm not sure how I should be using this.

Maybe you can use it on your opening turn to top-deck an Action for turn 2? Maybe you can get a trasher and have a small deck on the first shuffle?

Definitely the best use. All the times you were sad about having to open Amb/Nothing, you'll be now very happy about an Amb play on T2.

Best use of this card is as a component for solving Dominion puzzles. And I guess anytime you really want to topdeck something.

One of the benefits of Events is that you can use them right when you need their effect without having to introduce a card in your deck. Relying on Traveling Fair as your main source of +buy is probably too costly. However, this card helps you to never have to buy Herbalist for $11. Right when your engine needs +buy, you buy Traveling Fair to buy other +Buy cards and in this way you can seamlessly transition into a multi-buy engine. Buying this event to get +buy cards might seem weird, but it kind of makes sense to me.

This is a very high skill card. Is it better to buy two of something or get one and top deck it?

This card combos with cost reducers hard. As long as you can keep paying $2 you can keep buying these. I had a recent game with Quarry, Travelling Fair, and Grand Market where the GMs piled out extremely quickly.
