Smugglers + cost reduction

In which case would my smugglers gain me a province?
A. Opponent plays two highways, then buys a province for 6. I play smugglers.
B. Opponent buys a province for 8. I play two highways, then play smugglers.
English not being my first language, I find this card's text difficult to parse.

The second one, yes. Anything that refers to the cost of a card refers to the current cost of the card.

Is this easier for you to parse?

Among the cards that the player to your right gained on his last turn, choose one that currently costs up to $6. Gain a copy of it.
