(Possible keycards are in bold.)

Would you ignore tortures here, planning to defend them with menageries/a moat or two, trying to end the game quickly via governors before the torturers can do too much damage?
Or just set up torturer chains with Tortures+Bazaars+possibly a crossroad or two?

With no trashing besides the Governor and the expensive village that is Bazaar (meaning you can't get them as easily), your Torturer chain was never going to be very reliable. You probably needed the +buy from pawn to stand a chance, e.g. look at turn 13, where you used $15 to buy a Bazaar.

Governor can end games very quickly, Menagerie is a nice counter to one Torturer, while Governoring a curse into a moat, crossroads or pawn could work nicely for your opponent (also helps your deck, not sure on this).

In short, without good trashing or +buy, go Governor here.

I think I would also have tried Torturers here, but not sure if it would be clever. But if you go for them, you need to play multiple Torturers faster than turn 13, especially as the Menagerie counters one Torturer very well. You need a cheaper action-multiplier that you can really buy Torturers at $5, so pick up 1-2 Crossroads, you need +buy from Pawn to get multiple parts of the engine, and buy more VPs later, once you have the engine going.

That's quite a complex set so I can't claim to have an expert way to play it. However, I can comment a little on the way you tackled it.

You depended too much upon 5 cost cards. It takes a long time to buy 6 torturers and 6 bazaars as you found out. Using crossroads for some cheaper extra actions would have helped. As soon as you draw big hands the crossroads makes them even bigger. A pawn would have been useful for you for an extra buy. The extra buy has to be a consideration when the opponent is boosting your turns with the governor.

The governor in fact makes life very difficult. If your opponent gifts you a lot of silver then it becomes difficult to draw through your whole deck no matter how you play it. Playing governors and torturers on the same turn might have some unusual effects on your opponent's hands.

The opponent's rather bold menagerie opening is a good reason to go for governors over torturers in this game. He winds up benefitting from your torturer several times, while governor's card draw could actually hurt him.

Just remember not to use the governors trashing ability as much, because that has the potential to increase your opponent's hand diversity.
