Just played another game with my Gambling Den suggestion. Oops, isn't enough. The cycling on that variant is just so strong. I think that your original price of might be okay, though.

Here's an idea I have to fix Heirloom:

Heirloom:
Worth $3.
-------------------------------------------
Setup: Put 8 coin tokens on each player's Heirloom mat. At the end of each player's turn, if he didn't buy an Heirloom during that turn, he removes a coin token from his Heirloom mat. Otherwise, he returns coin tokens to it until it has 8 coin tokens on it.

This costs $1 more for every coin token on the current player's Heirloom mat.
Cost: $0*
Type: Treasure
