I read both cards you posted are named the same as existing Dominion cards, namely
Miser and
Oracle. Is that intentional?
Either way, i think your Oracle might be balanced (if not a bit strong), but it is very similar to another existing card,
Cartographer. I mean, putting cards at the bottom of your deck is different, but besides that the only difference is the one card less revealed.
