There is a card in Adventures called Miser, so you might want to change the name. The idea is interesting, but the cost is just way too high. Explorer costs
and gains a Silver (or a Gold), putting it into the hand, so you get +

.
You could compare your card to Bureaucrat, you get +
instead of the weak attack. But I think that would still be too similar.
