The thing is, there is absolutely no rules confusion from playing Treasures in your Action phase. Treasures do things when you play them, just like Actions. The only difference is when you can normally play them. Black Market's wonkiness comes from the fact that it doesn't say you can play Treasures. Storyteller has no such problem.

It may be legal, and I don't mind, but I think the point is some people still find it "wonky". Start to blur the lines between Actions and Treasurers and the world begins to fall apart in an existential crisis.

Some people find lots of things "wonky".

- 12/22 dividing lines (One per Traveller, plus one each on Lost City, guide, duplicate, coin of the realm (pretty sure each Reserve card will have one))
- 8 big arrows (The non-top-level travellers)
- 0/7 cards with 3 types (but I assume some will be Travellers)
- 1/3 treasures, including no attack and a village
- 0/2 12-card piles, including a victory card worth 0 VP the turn you buy it
- none of +$3, +$4, and +$5
- a card that gives the 2nd player an advantage (Lost City)
- no card you can play when it isn't your turn
- no card that draws you 5 cards when Throned
- word counts: Supply: 8/15 (leveled travellers); Game: 0/4; Turn: 1/31 (Guide); Token: 0/16.

I don't really understand how Lost City gives the 2nd player an advantage.
I mean, sure, if the first player buys it in turn 1 or 2 that can do some awesome things to player two's opening (potential to open with a $6, potential for turn 1 buy to make it into hand for turn 2).
However, if player two buys Lost City in turn 1, the same thing happens to player one's opening.
So, how is this card intrinsically advantageous to player 2 moreso than to player 1?

If player two buys this on his first turn, player one's buy from his better turn will miss the reshuffle. The same holds in player 1s second turn, though. I kind of think that when player 2 buys this on his second turn, this evens out P1 T1, as player one will have a better deck now, making the draw potentially more useful.

So i don't really see the P2 advantage myself.

Well, it basically is the same the reasn why IGG or discard attacks are better for P1.
P2 gets the advantage earlier, and then it might cascade from there.

I guess its possible that another card was meant though.

Suppose Player 1 and Player 2 take the same action, they purchase a Lost City on turn N.

I would certainly expect him to mean something else. This "earlier benefit" effect already exists for the existing "positive interaction" cards (beginning with Council Room, looking at the turn it's first played), it's nothing specific to Lost City. I'm sure you'll still prefer to be P1 on most (all?) Lost City boards, as you do on CR boards.

With 3 uses of "game" left, perhaps there's room for other permanent Durations with simple effects. +1 Action for the rest of the game seems pretty strong, but might make for fun games like playing with Fishing Villages. +$1 for the rest of the game could be pretty handy in a long slog, and you've got some nice symmetry with Wharf:Merchant Ship, Hireling:Recruit(?). Maybe +1 Action forever is too strong and +1$ forever is not useful enough? They both seem like they could work at the right price.

"+$1 every turn" probably has too much overlap with Treasury to be worth doing.

I was thinking of Messenger. A trivial case is, I go 2nd and get 3/4, turn two I buy Messenger and pass out say Silvers. My Silver is shuffled into my deck but yours isn't. And the 2nd player is in a better position for doing stuff like handing out a superfluous Moneylender.
