Fastest possible wins?

So last night, I beat antony in 7 actions, which could have been 6 if I hadn't stopped to pick up the Age 1 achievement. This is the fastest win I've had by 9 actions, and it got me thinking about what the fastest possible win is. The fastest I could come up with was 2 full turns:
Initial meld Ruler
Dogma Ruler, drawing Watermill
Meld Watermill
Draw a blue 2 (or Dogma Ruler again, or meld the City if it has a + on it)
Dogma Watermill, luck out and hit cards with bonuses all the way to 11.

Is this the fastest win possible, or can you come up with something better?

I can't get the game log to load now, but my initial meld was Candles, antony's was Puppet, so:
1. Dogma Candles, drawing Almanac
2. Meld Almanac
2. Dogma Almanac, foreshadowing Clock, scoring Clock, foreshadow Morphine
3. Achieve 1
3. Dogma Almanac, foreshadowing a 4, scoring Morphine, foreshadow Air Conditioning
4. Dogma Almanac, foreshadowing a 4, scoring Air Conditioning to draw and foreshadow a 10 with a 10 bonus (don't remember which)
4. Dogma Almanac, winning the game on score.

With EFC, you could draw a city with an icon while melding watermill, so...
Initial: meld Ruler
1- Dogma Ruler (draw Watermill)
2- Meld Watermill (draw 2-city with bonus)
3- Dogma Watermill, win.

I more and more tend to think that Watermill is a trap card. You remember the windfall events, mostly pulled off by your opponents. Yet there is a 4/10 chance per age to get stuck (counting from age 3), and only an initial 2/10 chance to progress to the next age. Consequently, I don't set my bet on Watermill unless it goes along with a card like Lever, which lets you have another chance at getting rid of a non-bonus Echo while drawing a bonus Echo in the process.

I agree that Watermill is a relatively poor card by itself, but as usual in this game it all depends on your available choices: if you don't have anything interesting to do, you may as well give it a shot, but otherwise I'd say even grabbing a couple of achievements is better.
... says the guy who recently lost a game to a watermill going off the charts while starting from age 5, and tucking enough high echoes in the meantime to pull ahead score-wise.
