Well, certainly some instances of making your own shuffle luck can be cheating if you are playing IRL.  Just look for threads on the forum about weaving your actions before shuffling (but don't bring that crap in here for cripes sake). Or maybe you know a few card slight of hand tricks and you find and control an Estate to the bottom of your deck every time you shuffle so it misses the next one.

The version of "making one's own shuffle luck" that is the common reference around here, coined by the esteemed Adam Horton, is certainly legal. Making your own shuffle luck can't stop his holiness the RNG, even though it may appear possible when watching Adam play a board with Jack of all Trades.  You need only watch him play a game with Urchin to be reminded that the mighty RNG can smite anyone at any time.

A friend of mine (hurr durr, "Mint") is very gifted with stage-wizardy card tricks. We sometimes play IRL Dominion. If he "made his own shuffle luck", i would most certainly call it cheating. I mean, he's a good friend and i trust him, but i'm pretty sure he could set up that KC-KC-Bridge-Bridge-Bridge if he wanted to.

Edit: Not that anyone cares for a serious opinion.

I mean, with a simple overhand shuffle you can quite easily keep track of one card and put it on top/bottom every other shuffle.
Likewise with a riffle, you can keep the same card on top by always choosing the same pile to put on top and interlacing the cards in a way that the top one stays on top.

The OP is joking, yes.  But in case you didn't know, "You make your own shuffle luck" is a common phrase in the forums that is used with a different meaning.  It's attributed to AdamH (I think), and it serves as a reminder that Dominion really is a game of skill.  Yes, there is luck in the game, and yes, sometimes you really do have exceptional bad luck (or your opponent may have exceptional good luck).  But bad players often blame luck when really they just made poor choices while their opponent played skillfully.  Good players know how to mitigate bad luck and capitalize on good luck.

In particular, I seem to recall it being used frequently to shoot down people who claimed they lost a game due to poor shuffle luck when there was plenty they could have done to improve their position.
