Edge case: you didn't know all cards in your discard pile were junk when overpaying for Herald, so you have 5 junk cards on top of your deck.

Scavenger lets you put your deck until the discard. You should know if your whole deck is junk.

Better edge case: your deck is bloated and you want to make the next several turns really good. You use Scavenger/Herald to stack your best treasures, which Inn can't touch. You buy Inn second because you want Herald shuffled into your deck.

Crazy edge case: Your discard pile has some Scouts to help out your Heralds.

What probably happened: You used everything except for your Victory cards to play the five Scavengers anyway.  Your next turn, you will Inn two Victory cards out of your hand and maybe Herald for a reshuffle if you're lucky.  I still don't know why you didn't go green on your previous turn, but whatever.

That's pretty much what I said...

Another edge case: you played the scavengers for the coin, not for top decking. Likewise, you just wanted Herald and overpaid because you had the extra coins. You also wanted Inn, and you wanted both of these cards shuffled into your deck. Any top decking was incidental.

That's pretty much what I said...

You have 14 coins and two buys... and you go for herald and inn because your deck needs them? Sure, your deck needs all the +action it can get if it's using 5 scavengers only for the coin. I hope that, in your mind, your edge case had tons of embargo tokens on the silver and gold piles, and you felt it was so obvious as to not require to be made explicit.

Another edge case: you are so sure that you are going to win, that you are just trolling your opponent.

I first thought it would rather be Bad Luck Brian, but on second thought, it doesn't seem half bad to have the victory cards out of the way. After all, two of the Mystics are activated Conspirators anyway, so Scout would have got you "only" 2 cards more. If only one of the cards drawn with Mystic was a Cellar, Scout's draw would have been a godsend.
