Sure, but it's still racist, or something very like that.
I don't know how you could consider this offensive, it looks like a pretty harmless, natural reaction to the omnipresence of English in a country that doesn't speak the language. Like, it's just lampshading that non-anglophones speak utter nonsense when singing, say, the Beatles, same way nobody cares whether they are singing
gangnam style properly. Or, more precisely, that all English songs sound the same to the non-trained ear.
Compare this to the routinely expressed opinion that German sounds like barking...

I'm pretty sure that's just because the singer's accent is showing.
