Final Standings:
1. rspeer: 15 Cities powered, $25
2. WalrusMcFishSr: 15 Cities powered, $13
3. Kirian: 14 Cities powered, $12
4. AndrewisFTTW: 13 Cities powered, $19
5. chairs: 12 Cities powered, $72

(note: chairs could have bought more cities, but he couldn't power more, so I bought the cheapest 2 he could reach, I think)

Good game everyone.  Modding though so much automation meant that I wasn't paying quite as much attention to everything that was going on.  But it also meant that it was pretty easy to moderate.
