Bug or what? Shared publications and Nobel

So here is

I activated Publication, op shared. He used it to rearrange its green stack and - BOOM - Nobel got me 2 achievments! And I won  ;D
Is it for real or is it bug  in isotropic?  :o

Tracker's green stack is not visible at the top of the page.

Publications seems to move the stack into your hand for rearranging, removing all its visible icons from the icon tally until you have rearranged. That's a liberal take on the rules which I would rate as a bug.
