Sets, Stash, Black Market: you buy them in store available after logging in to Goko (this is a two-step process, first you exchange real money into "Gokoins", then use those to buy cards, it's a bit less than $50 for all cards).

Walled Village, Envoy, Governor: you buy them for "Shields" that you earn by defeating adventures. To defeat the later stages you need "Zaps" which you buy in the store. You can buy those for RL, but also for "Gold coins" you earn for playing games (if you play multiplayer or bots a lot, you will have thousands of those coins, so definitely you should not buy "Zaps" for RL cash). "Shields" can be also spent on Stash or Black Market, but it's not recommended because other 3 promos can't be bought with money and there's only enough adventures to buy 3 promos.

You can pay cash for the sets and two of the promos but it's a two step process, you pay goko cash for "gokoins" and then use those to buy the cards, I believe $45 gets you exactly enough to buy all of the sets and the two buyable promos.

You give your money to Goko while logged in on the Goko Dominion site. It's all handled through the store. Look for the owl icon tab in the store. That tab leads you to the menu where you can choose to purchase Gokoins with real money. The sets and 2 of the promos are purchased with those gokoins.

Credit card? It's online. All online transactions are paypal or credit card.

You cannot do this. You could use a credit card....

If you do not have access to either PayPal or a credit card (or don't want to for some reason) you can either:
1) open a PayPal account anyway or
2) go to your local bank and ask what options you have to make purchases online.

For instance, banks often have debit cards tied with a checking account that can process like credit cards (this is a less secure option in my opinion than using a credit card or PayPal, but it is an option) or the bank may allow you to buy Visa pre-paid cards which you can then register and use online.

If it is a cash debit card with a credit card number, my guess is that should work.

You sometimes have to register them in order to purchase stuff online (not if you purchase at a physical store).
