You can take part having no sets. You just risk playing a match of base Dominion if your opponent has no sets as well, though chances are not that big as most players have sets, especially most of the higher ranked ones and I guess you'd play most rounds against them.

I think it states somewhere in the rules that players without sets are given a special indicator and players with sets are given another indicator. Efforts are made to match players who have no sets with players who do.

Exactly this.

I think there were maybe four or five matchups total in Season 2 where two players with no sets were matched up. Possibly fewer. You'll notice the indicator as a .1 or .2 in the calculation for ordering once the spreadsheet is public.

He has a reputation for using it for any engine even in the absence of Village or Cantrip.
