You can now repick cards after the Kingdom has been generated. Now you get rid of Rebuild even if you didn't put it in the exclude list without re-rolling the entire board.
Seems to me like if you left a Feast on the Native Village mat for too long, when you came back, all the villagers would be fatter and your feast would be gone.But the morale of your villagers would be up, and maybe they would've built something for you (like a wharf, a library, or a forum) or held a festival in your honor, or got their witch to curse your enemies.
If this is still on your native village mat 5 turns after putting it there, play this.

Bootlegger only gains you one card.Works nice on Province, Gold and Potion costs, but should be fine for $5s, too.Now that you mention it I really think that it should be restricted to Action or Kingdom cards. Two Provinces for 10$ or two Colonies for 13$ seems a bit crazy.
4 to 5 is a far huger step than from 3 to 4 and there aren't really that many totally bad 5s. Sure, if you hit Counting House while there are no Coppers in your discard or a Curser while curses are already out it sucks.
But you still got another card and the likelihood of hitting two bads 5s is fairly small.

Unreliability is a big factor, and when you don't know which two $5 cost cards you'll be able to choose from, it could likely be something that's not at all what you need at that moment.So did you already play with the card?
