Feedback / Anyway to report negative attitude player?

I am playing a match #49732884, 1v1 ranked match with player "Yuts".
In this game, he continues rage quit(disconnect) and came back within 2~3 minutes. (So you cannot let him to surrender by game system.)
OR he plays a card (yes, just a card) for every 2~3minutes. (So you cannot let him to surrender by game system.)
So i'm still waiting for him to end his round. (Yes he uses 15mins to play 5 cards only)
Any method to report those negative attitude player? Or any maximum minutes per a player turn?
