Wheelwright: Can you choose to discard a card when there wouldn't be an action to gain?

For example: The kingdom is all actions of cost 4+, and Tunnel.
Can I play Wheelwright and choose to discard Tunnel to trigger its When-Discard effect?

The reason I ask is that the pesky "Do X to do Y" wordings sometimes implies there must be a Y, in some games.

I thought it was interesting that Sailor can let you play Night-Duration cards during your Action or Buy phase.. but no particularly odd interactions there.

Now I'm wondering what's the most abusive card to play during your buy phase.
Leprechaun, Poor House, Tactician, and kinda Horse Traders.

Not abusive per se, but with Innovation you can have perfect timing playing Island and having a good card to send away with it.
 
Another not-particularly-abusive thought: When gaining an action card from the Black Market, which you might otherwise not see for awhile, you can immediately play it.

If I have Innovation and I buy/play an Action card with +Buy, can I use that +Buy during the current Buy Phase?

I'm wondering if I figured out part of the Teaser:
If I have Innovation, and I buy the last copy of Outpost which is the third pile to be emptied (endgame trigger), then can I play Outpost, and then take an additional turn after the game is technically over?

How do the tokens do double duty? Two mats? One mat with two sides? Double-sided coins?
Donald made it sound like it was one mat divided in half, with a side for coffers and a side for villagers.
Correct, it's the size of the Seaside mats but divided into a top and bottom. The idea here is, you only want so much of your table space taken up with mats.

All the more reason to use meeples (or VP tokens, or Embargo tokens, or the Guilds 2E Coffers-mat, if you want to use things already in the box), to avoid an issue if you accidentally knock the mat and can't remember whether you had 3 Coffers and 2 Villagers or the other way around in those few setups where it will matter.
It's not exactly a problem on the level of Terraforming Mars.. or a problem at all.. but there are still plenty of solutions to this non-problem :)

Maybe if Donald ever stops making expansions, someone could create a definitive single playmat with divided sections for all the possible special areas.  ;D

Also, if the box only includes coins to represent Villagers, I'm sure I won't be the only one to grab a pile of meeples from another game and use them instead :)

So the Sculptor can either sculpt something now, or get paid a silver to sculpt something later. I like these minor thematic touches.

Just a simple observation: Seer could combo well with Bridge to be able to pull more-expensive cards into your hand.
