You're playing a solitaire game on the "first game" kingdom. So that's Cellar, Market, Mine, Militia, Moat, Remodel, Smithy, Village, Woodcutter and Workshop. It's your lucky day, so whenever you need to shuffle anything you can just choose the outcome. At the end of which turn can you have 8 provinces in your deck? I get the same number for 5/2 and 4/3 openings.
(note: the goal is 8 provinces in your deck, not depleting provinces)
Nowhere near as fun as an actual game, but hey...
If you have another puzzle waiting, this would be a great day to post it.

11 is nice... and very close to the optimal solution ;)
Although the answer may be pretty obvious by now, it's not easy to find how to do it.

Alright.... I'll take the bait. I'm currently being unproductive in lab anyways, I might as well be productive doing something else.
And so it begins....
Edit: After attempting an optimal playthrough, I am postulating that Workshop/Workshop is not the proper opening. My guess is that Smithy needs to be utilized to accelerate the beginning game tempo.
