I just realized: Acting Troupe is $3, so it can be the set-aside card for Mouse. Since Acting Troupe stays where it is, nothing actually gets trashed, but there's no "if you do" on Acting Troupe, so you can just get 4 villagers for free
So, in a game with Acting Troupe as the set-aside card for Way of the Mouse, you'd essentially have unlimited Actions!

You could already do this with Necromancer, or, as of the 2019 errata, Band of Misfits, but it's true this is the fastest way to do it. I guess it's pretty easy to just not have Acting Troupe be your Way of the Mouse card, though. It's at least easier to remember than making sure you don't put Acting Troupe in any kind of game with emulators.
I'm surprised it didn't get an errata like the other self-trashers. Maybe you could argue that having near-unlimited actions isn't as degenerate as getting +$5 off Death Cart consistently? I don't know, it still feels pretty game-breaking.

I mean, you still have to use Way of the Mouse to get those villagers, which means passing up using the actual abilities of one of the Actions you presumably bought because you wanted to use it. I mean Way of the Mouse / Acting Troupe gives you way more free actions than Way of the Ox, sure, but I think it’s just creating an unconventional game with different strategic choices than usual—which is what Dominion is all about.

Oh, it definitely wouldn't break it, but it would make a very different game when that particular combo is in play, since, even if every Kingdom Action is terminal, you'd only need to use Mouse on a bit less than 1 in 4 Actions
But also, Champion's effect is limited considering that a lot of games end before you can even get Champion in play, and when you do get it in play, it's pretty late in the game. This combo is available from the first time you play an Action
