Title: Tragic Hero and Split Piles

Am I correct in understanding that, when a Tragic Hero is trashed, it cannot gain a treasure that is not on the top of its pile?  That is, it cannot gain, for example, a Fortune if Gladiator is covering it up?

Correct, "Gain" always means "from the supply" unless a specific card is called out by name. So the choice of treasures that you can gain with Tragic Hero (http://wiki.dominionstrategy.com/index.php/Tragic_Hero) is the same as a treasure that would be normally available to buy; one that is in the supply.
