Title: -1 Card token and Draw up to X

If I have my -1 Card token on my deck and play a card that says to draw until I have X-1 cards in my hand or do I still draw up to X?

It was ruled that you remove the token, then you draw to X, so draw-to-X is a hard counter for having the token.
