Can you find a two player situation where no player can buy, play or call any card without losing the game? Hint: Wall and Embargo are important cards here.

Both players have no economy/gainers/etc and the Coppers and Curses have run out.

Both players bought Donate t1 and trashed everything

Bandit Fort or Wall is present, two piles are empty and one Silver remains, both players have equal VP, no cards other than Bureaucrat, and can't buy anything because they have Debt.

If the players only have Bureaucrat they won't lose VP due to wall

Both players have 5 Smugglers and only one buy, as well as two Highways, and can play their deck each turn. Smugglers and Curses are gone, and the rest have exactly 6 cards remaining, each with cards before that split evenly. Landmark: Tower.
Similar standoffs can actually happen.

The Bureaucrat solution does not work, because there are only 10 cards of this type. So even if the player had 5 Bureaucrats in his hand, they could just skip their turn. Edit: Sorry, the solution is actually possible, when the Curse and Copper piles are empty and both players either trashed their remaining cards or put them on their Nativ Village mat and then send Native Village or the trasher to the Island mat or use Lurker as a trasher or even Overlord/BoM (as they can act as a trasher or a Treasure Map, trashing themselves)
