Well yeah, an anti-terminal Silver is better than a terminal Silver.

A working Vassal is like a gimped Grand Market where a working Conclave is like a gimped Festival. A failing Vassal is a bit like a Duchess while a failing Conclave is something similar to a Silver. Also, you know which way Conclave is going to work before you play it, but Vassal is often a surprise.

If only we had a good game designer to cost Conclave at 1$ more than Vassal so it wouldn't feel so bad.

Conclave, at its best, is Festival without the +Buy. Vassal, at its best, is Grand Market without the +Buy. Granted, Vassal has a bit more variance in "best" outcomes.

I've learned to always use either the Silver test, or something better.

A non-activated Vassal is just a Silver that uses up your action. A Silver doesn't and is always activated.
Conclave is better than Vassal
That's probably why the woman on Conclave looks more self-confident than the guy kneeling on the floor on Vassal (is he the vassal, or the dude on the left?)

Often a non activated Conclave will be non activated because you don't have any actions left in your hand, anyways.
