Well we had another super close one, so here's the runoff. Our reaction will definitely be terminal at least some of the time, but will it be terminal every time? Or will it be like Conspirator, straddling that line between terminal and non-terminal?

I don't think this statement will influence the vote, but I'd be quite surprised if terminal wins... this is simply because it seems much more likely that anyone who voted "non-terminal" or "village" (17 people combined) is more likely to vote special than to vote terminal, because that's closer to their first choice.

Maybe the sometimes non-terminal-ness could relate to the reaction? Not sure how it would work, but sure, I'll vote special.

Well it can definitely relate, but my intention was that it's specifically sometimes non-terminal when played. So this would count as fully terminal, not "special":

No that has to be broken. You can re-draw it and discard it again! Anyway, I see where you are coming from. That's okay; special is still cool. Alternatively it could be revealed from play to give action(s).
