Title: Opponent plays Sea Hag and I have no cards

If an opponent plays Sea Hag, but I have no cards in my deck, and no cards in my discard pile, do I get a curse or not? I say no because the card reads "discard the top card of his deck, THEN gains a Curse card, putting it on top of his deck" If it said AND then I would get a curse but it says THEN so I don't

It would say "If they did" if it wanted to be read like that.  "Then" just means, after you try to do this, do this.

You get a Curse regardless.

As always, try to resolve as much as possible from left to right, top to bottom.
The "then" is not a condition, just an order of things happening.

So the discard happens first (if possible), then you gain a Curse (regardless and if possible).
